Разработка комплексного показателя для концепции 15-минутного города на основе мер доступности и оценки пространственных неравенств трамвайной сети Калининграда

В исследовании предлагается методология количественной оценки концепции 15-минутного города на основе анализа доступности и пространственных неравенств на примере трамвайной сети г. Калининград. Разработана и протестирована новая метрика – composite score x-minute (CSx), позволяющая определить степень территориальной доступности ключевых городских функций в пределах установленного временного интервала. На основе литературного анализа выделены районы Калининграда для реализации модели 15-минутного города. Для каждого района проведена оценка доступности на основе данных о поездках, а также введены параметры, учитывающие значимость пунктов назначения и тип функции затухания расстояния. Все показатели были стандартизированы, взвешены и агрегированы в составной индекс CSx. Методика апробирована на примере трамвайной системы Калининграда. Полученные результаты позволяют выявить районы с пониженной транспортной и функциональной доступностью, что дает основание для разработки мер по улучшению трамвайных связей и пространственного распределения сервисных функций. Разработанный подход может быть адаптирован для других городов и транспортных режимов, что свидетельствует о его универсальности и применимости в стратегическом городском планировании.
