The purpose of the study was to create a geospatial artificial intelligence system and apply it to assess the telecommunications connectivity of Russia's regions. The study employed ComNews data on Russia's backbone communication network in 2020–2024, which was updated using the author's database on fiber-optic communication lines. The architecture of the built-in system is based on a knowledge graph (85 vertices and 3570 edges that allow for transformations and generalizations), which manages the database and knowledge base with the support of the classifier, router, rule generator, and interpreter subsystems. The connectivity of 85 Russian regions has been analyzed in three aspects: the reliability of the linear-node structure, the region's position in the network, and the backbone communication framework. Five types of reliability for the telecommunications connection between regions are proposed. Problem regions were identified using stress testing on the knowledge graph. The telecommunications-network position of all Russian regions was assessed using two versions. The regions have been distributed between the center, the semi-periphery, the near-periphery, and the far-periphery. The backbone communication network has been identified as a single center, three sub-centers, and the regions connecting them.
