Abstract

This article explores the conceptualization of regional resilience in the face of escalating global challenges  — climatic, geopolitical, economic, and social ones. The authors critically analyze existing approaches that treat a region primarily as a socioeconomic system and reduce resilience to economic adaptation only. The paper argues for a shift toward a geosystemic understanding of a region as a complex, self-evolving system encompassing natural, social, economic, and political-institutional subsystems. Particular attention is paid to the environmental challenge and climate transition, which require a rethinking of the role of the natural subsystem and its interaction with anthropogenic structures. Based on an analysis of international models of regional resilience (USA, Germany, Austria), an expanded geosystemic model is proposed that takes into account the principles of diversity, modularity, feedback, redundancy, and emergence. The resulting model defines regional resilience as a dynamic process of coevolution of natural and social structures, based on adaptability, innovation, and the capacity for transformation. The authors propose a system of indicators for assessing resilience and highlight the need to make the resilience research in the era of climate change more geographically-oriented.
