Особенности охраны и государственной регистрации объектов археологического наследия на территории Белгородской области

Проведение мероприятий по кадастровому учету объектов археологического наследия затруднено в силу действующей процедуры внесения сведений о памятниках археологии в Единый государственный реестр недвижимости. Проблемы, связанные с необходимостью совершенствования кадастрового учета и регистрации прав на земельные участки, на которых расположены объекты историко-культурного назначения, до сих пор не решены. Цель работы состояла в критическом анализе современной практики включения сведений в ЕГРОКН и в ЕГРН и предложение вариантов мер, обеспечивающих сохранность памятников археологии. Результаты данного исследования, использующего в качестве примера территорию Белгородской области, показали, что совершенствование мер по установлению охранных зон и территорий объектов археологического наследия и повышение доступности информации о них будет являться эффективным инструментом для сохранения археологических комплексов, а, в итоге, и исторической изученности территории. Обоснованы предложения по включению охранных зон, в границах которых расположены памятники археологии, в документы территориального планирования всех уровней.
